Groups are managed through Meta's Official API, so the feature requires an official channel connected to the account.

Yes. The member list is managed on the platform: you add whoever needs to join and remove anyone who is no longer part of the group.

Yes. The message goes to the group and every member receives it. That's the route for notices and announcements that apply to everyone.
